Mr. Laperche held the position of Risk Manager with a large, self-insured municipality, and during this time, he and I had a close working relationship. Mr. Laperche effectively leads in high level situations. He successfully created new programs which worked internally to minimize risks, while also analyzing outside factors to aide with these programs. Mr. Laperche thinks creatively to develop ways to handle issues that result in the best outcomes. Dear Michael,

The University of California has created a captive insurance platform with which to insure the University's wide range of exposures. To date we have created Fiat Lux Risk and Insurance Company to insure our traditional hazard lines of coverage in addition to providing insurance on non-traditional lines of coverage where we fill gaps in existing coverages. We have also formed a Reciprocal Risk Retention Group captive to provide medical professional liability insurance to independent physicians and physician groups affiliated with our five medical centers in order to strengthen our collective alignment of interests and provide a product for which these physicians have been asking. This captive platform is set to expand further with the addition of a cell captive arrangement that will consist of a Protected Cell Captive core company and a sponsored Incorporated Cell captive insurance company. The Core company (Eureka Ins. Co.) will be a non-risk bearing entity that will sponsor an Incorporated Cell captive insurance company (Eureka One) which will insure UC employer and employee paid life insurance. I am reaching out to you today to offer you a Board of Directors seat on the Eureka and Eureka One board of directors. Your duties would involve 3 board meetings annually, two of which are held in Portland, OR and one of which is held in Washington DC where all of our captives are domiciled. I feel your captive expertise would be very beneficial to our board as well as to the University as a whole.
